Local building, fire, and energy codes govern legal requirements at the state, county, and municipal levels. They vary widely from jurisdiction to jurisdiction and change frequently from time to time. Those local codes take precedence over all model building codes, such as the IBC, IRC, IECC, and NFPA, and may or may not have adopted any particular model code or may have adopted it only in part.
